Is humor about race and culture a bad thing?

I recently got into a discussion with a woman about the topic of racial humor. Is racial humor necessarily racist or offensive? First read the comic here: http://everydayfeminism.com/2015/05/dont-see-color-racist-jokes/

This is the nature of the accusation of "power dynamics" like privilege and power: according to the Gospel of Social Justice, if you are a white male then you automatically have a greater degree of power over the people who you actually befriend and interact with personally. That it is impossible to have relationships built on mutual love and respect... no, there must be some hierarchy in the relationship if you are a white man. It is inconceivable for a white man to have equal relationships with someone who's anything but another white man, allegedly. Therefore, we're not allowed to make jokes. Is anyone else getting how absurd this is?
